Canton is energetically endeavouring to raise a large sum from Chinese here and abroad in order to develop the port: of Whampoa es a rival to Hung-kong. An association having this object hast now been formed.

Simultaneously. the Canton news- papera publish a proposal to impose a 3 per cent. Customs surtax for the pur- pose of raising £500,000 to deepen the! Canton river, construct wharves, forta, and so on. This may mosanother attempt to seize the Customs and illustrates the probable outcome of the Tariff Con- forence. Plans have been perfectod in Canton to resume the Japanese boycott owing to recent events in Manchuria,
